Saudi Arabia’s futuristic megaproject is entering a new chapter, one defined less by spectacle and more by economic pragmatism.

In 2017, Saudi Arabia unveiled NEOM, a megaproject that promised to redefine urban civilization. More than just another smart city, NEOM was envisioned as a laboratory for the future, powered by artificial intelligence, renewable energy, robotics, and autonomous transportation. At its heart stood The Line, a 170-kilometer-long linear city enclosed within two mirrored skyscrapers, designed to eliminate cars, roads, and carbon emissions.
For a while, the world watched with fascination. Architects praised its boldness, investors debated its feasibility, and critics questioned whether such a city could ever move beyond glossy renderings.
Nearly a decade later, the conversation has changed dramatically. Today, the question is no longer whether NEOM is visionary. The question is whether its original vision can survive the realities of engineering, economics, and geopolitics.
A Project Born From Vision 2030
NEOM was conceived as the flagship initiative of Saudi Arabia’s Vision 2030, Crown Prince Mohammed bin Salman’s ambitious strategy to diversify the Kingdom’s economy beyond oil.
According to Encyclopaedia Britannica, despite years of economic reforms, Saudi Arabia’s economy continues to rely heavily on petroleum revenues. Vision 2030 therefore aims to create new engines of growth through tourism, advanced manufacturing, logistics, renewable energy, and technology. NEOM was intended to become the physical embodiment of that transformation.
Unlike conventional urban developments, NEOM was never designed as a single city. It is a collection of interconnected projects including Oxagon, Trojena, Sindalah, advanced industrial zones, logistics hubs, renewable energy facilities, and research centers. Yet from the beginning, one project captured global attention more than any other: The Line.
The Line: An Architectural Revolution or an Engineering Fantasy?
The Line was marketed as the world’s first zero-car linear city.
Its specifications seemed almost unbelievable:
- 170 kilometers in length
- 500 meters in height
- 200 meters in width
- Capacity for nine million residents
- Entirely powered by renewable energy
- AI-managed infrastructure
- Twenty-minute travel across the entire city
The Reality Check Arrived Faster Than Expected
Large-scale infrastructure projects frequently experience delays and budget overruns. NEOM, however, operates on an entirely different scale.
Even before construction accelerated, engineers questioned whether building a continuous 170-kilometer megastructure was technically practical. Every essential urban system, including foundations, utilities, transportation, cooling, emergency services, and structural stability, would have to function as one integrated organism.
Unlike traditional cities that evolve incrementally over decades, The Line requires nearly every major system to be built simultaneously. That level of complexity has no historical precedent. Financial challenges soon became equally significant.
Although the project was initially announced with an estimated investment of around $500 billion, later internal assessments reported by international media suggested that fully realizing the original vision could require several trillion dollars, making it one of the most expensive development projects ever conceived.

From Expansion to Recalibration
The clearest sign that Saudi Arabia is reassessing its priorities emerged in 2025 and 2026. Multiple independent reports indicated that large-scale expansion of The Line had been postponed until after 2030 while resources were redirected toward projects expected to generate faster economic returns.
Rather than abandoning NEOM altogether, the Kingdom appears to be redefining it. This distinction is crucial: NEOM is continuing. The original vision of The Line, however, is being substantially reconsidered.
Recent reporting suggests that Saudi policymakers are prioritizing infrastructure with clearer commercial value, including ports, logistics facilities, industrial manufacturing, renewable energy, hydrogen production, and AI data centers. For investors, this represents a shift from visionary architecture toward economic fundamentals.
Why The Original Plan Is Becoming Increasingly Difficult
Several structural factors explain why the project has entered a new phase. First, the economics have changed.
Saudi Arabia is simultaneously financing numerous strategic initiatives, including preparations for Expo 2030, infrastructure for the 2034 FIFA World Cup, tourism developments, industrial expansion, and nationwide transportation projects. Public investment must therefore be allocated more selectively.
Second, oil market volatility has reduced fiscal flexibility. While Saudi Arabia remains one of the world’s strongest sovereign investors, lower oil revenues inevitably affect long-term capital planning.
Third, attracting sufficient private investment has proven more difficult than originally expected. Much of NEOM’s financing continues to rely on the Kingdom’s Public Investment Fund, increasing pressure to prioritize projects capable of delivering measurable economic returns.
Finally, urban planning itself presents unanswered questions. Cities succeed because they adapt over generations. The Line, by contrast, attempts to predetermine the form of urban life decades in advance. Critics argue that this leaves little room for the organic evolution that characterizes successful metropolitan areas.
Is NEOM Failing?
Declaring NEOM a failure would be an oversimplification. A more accurate interpretation is that Saudi Arabia is transitioning from vision-driven development to execution-driven development. The Kingdom has not abandoned its ambition to build a global innovation hub. Instead, it appears to be focusing on components that are commercially viable today rather than those that remain technologically or financially speculative.
Projects such as Oxagon, industrial facilities, renewable energy infrastructure, ports, and logistics networks are considerably easier to monetize than a continuous 170-kilometer mirrored city. In many ways, NEOM is evolving from a futuristic architectural manifesto into a long-term economic development zone.
The Road Ahead
The future of NEOM will likely be defined by pragmatism rather than spectacle. A more realistic scenario is that Saudi Arabia completes selected districts of The Line as demonstration zones while expanding investment in industrial, technological, and logistics infrastructure across the wider NEOM region.
Rather than becoming a fully realized 170-kilometer megacity by the 2030s, The Line may ultimately exist as a much shorter urban prototype integrated into a broader regional development strategy. This would still represent one of the world’s largest infrastructure achievements, even if it falls well short of the original vision. History is full of ambitious projects that evolved dramatically during construction. NEOM appears increasingly likely to join that list.
