London Named the World’s Most Intelligent City

London

Boston Consulting Group’s first Intelligent Cities Index 2026 ranks London as the leading intelligent city globally, followed by Dubai, New York City, Washington DC, and Amsterdam. The index evaluates 61 major cities across five areas: resident outcomes, strategy, technology adoption, ways of working, and enabling factors.

Key Findings

  • AI is a major driver of urban progress: Cities that integrate AI into public services achieve better outcomes for residents and higher quality of life.
  • London leads in resident outcomes, demonstrating strong performance in using technology to improve citizens’ experiences.
  • Different cities excel in different areas: Madrid leads in intelligent city strategy, Dubai in adoption, New York in operational practices, and Amsterdam in enabling infrastructure.
  • Technology alone is not enough: Successful intelligent cities combine digital infrastructure, data capabilities, skilled talent, investment, and effective governance.
  • AI adoption creates a positive cycle: Greater use of AI increases citizen satisfaction, which encourages further innovation and adoption.

Different Leaders, Different Paths to Success

Although London ranks first overall, each city leads in a different area of intelligent city development:

  • London leads in resident outcomes, using technology to improve citizens’ experiences.
  • Madrid leads in intelligent city strategy, with a strong vision and roadmap for digital transformation.
  • Dubai leads in technology adoption, showing rapid implementation of innovative solutions.
  • New York City leads in ways of working, driven by effective operations and collaboration.
  • Amsterdam leads in enabling factors, including infrastructure, capabilities, and support systems.

The report highlights that there is no single formula for becoming an intelligent city. Each city starts from a different position and can follow its own path: either becoming a “balanced builder” by developing strengths across multiple areas, or a “focused specialist” by achieving excellence in a specific domain. Successful cities combine clear strategy, technology, skills, and effective governance to create long-term impact.
